This is a known install problem with z/VM 5.4 and it is documented in the
 
ZVM540 PSP Bucket, CP subset, #2 under Installation Information (along wi
th 
a couple other z/VM 5.4 install problems).  It states: 
2. 08/11/04 Users Affected: All that installed VM product into SFS   
     
                            (If you installed into minidisk then this  
   
                             does not affect you.)        
                
            Problem:  The VMSES/E segment file SEGBLIST SEGDATA on the 
   
                      MAINT 51D disk is not correctly updated for the  
   
                      CMSDOS, CMSBAM and DOSINST segments.  The    
       
                      BLDPARMS tag has BLDDOS compname on it and it  
     
                      should be BLDDOSSFS.           
                     
            Recommendation:  Change BLDDOS to BLDDOSSFS in the    
        
                             SEGBLIST SEGDATA file on MAINT 51D disk.
