Often OPTION DIAG98 is handed out without knowledge.
- VTAM can profit of it, the GCS recovery machine needs it too if VTAM has it.
  (by default user VTAM and user GCS)
- TCPIP can use it too
I know of no other products that use it.  OPTION DIAG98 allows to
execute real I/O's, without too much CP checking, hence less overhead,
but in the hands of the wrong "people" it can be used it to alter real
storage.  I think only CP's storage is protected.
It is not the first time sample directory entries contain statements
not required at all, a very common example: IUCV *SIGNAL
