Oh yes, to use OSASF under VM, starters log on to OSADMIN1, that user is predefined to run OSASF. Verify too that user OSASF can be autologged: when you issue IOACMD to use OSA/SF, at some point it will connect to user OSASF usng APPC/VM which make that user OSASF is automagically started.
