This just started happening with the upgrade from 5.3 0602 to 5.4 0902.
Could there be a setting in TCP/IP?

Good.  And I should read more closely:

That is not a disconnect *timeout*.  That is the system *disconnecting* 
the user when they lost their telnet session.  It's normal.  If the
timer 
was active, it would be nnnn minutes later that you would get USER DSC 
LOGOFF ... FORCED BY SYSTEM.
