Hmm.., I cannot reproduce your problem with ibus-anthy in Fedora 12(1.2.0.20091225).
1. Invoke ibus-setup 2. Select [General] tab 3. Click [...] button near by [Enable or disable:] label 4. Select a keyboard shortcut 5. Click [...] button near by [Key code:] label 6. Type Shift_L key 7.
