I don't understand your mention.
I don't want to press shift twice when inputting "ぁ".
But to set IM on, You need to release Shift_L at once.
Then do you need to type Shift_L twice?
If not, the release event is not happened?
I mean the first Shift_L is IM on and second Shift_L + 3 is "ぁ".
