OK, thanks for the confirmation.
One question is, when you restart ibus by manual after you log in the GNOME
session, is XKB option enabled?
I think XKB options are loaded after you log in the GNOME session and your
problem is the timing issue during the logging.
So if you restart the ibus, I think ibus can load the option correctly.
If not, your desktop doesn't load the XKB setting correctly.
To restart ibus, Right click on ibus panel icon and choose [Restart] menu
item.
It's a bit curious if you always encounter your problem since I don't
reproduce your problem.
Currently gnome-settings-daemon is 2.32.1-1.fc14.x86_64.
If you move /usr/lib64/gnome-settings-daemon-2.0/libkeyboard.so, you could
confirm your option is not set.
