I tried ibus-1.3.7-15 packages again, but I could not reproduce this problem. So the latest fix may work correctly in most occasion in point of the keyboard option. But instead, ibus icon was disappeared. So tried the follow questions by ibus-1.3.7-14.
One question is, when you restart ibus by manual after you log in the GNOME session, is XKB option enabled?
When I restart ibus by manual, the XKB option is enabled.
Currently gnome-settings-daemon is 2.32.1-1.fc14.x86_64.
gnome-settings-daemon-2.32.1-1.fc14.x86_64 is installed.
If you move /usr/lib64/gnome-settings-daemon-2.0/libkeyboard.so, you could confirm your option is not set.
