Could you try the attached package to reproduce the problem?
This daemon deliberately sleeps 10 seconds before activate the option.
When I use this package, All initialization seems delayed till the
activation is finished if it's the first log in since boot.
Second log in after a log out seems quite different. the activation and the
other initialization are running simultaneously.
What happen on your computer?
