Thanks for the combination, which actually gave me the idea of how to fix it.
I did a quick VM install of Debian. Installed fluxbox and ibus-anthy--as expected, it worked.
This time, I made note of what Debian pulled in as dependencies. The problem is the RedHat packagers have not included dbus-x11 as a dependency. Whether this is (to troll for fun) because they figure that anyone who doesn't want an overly bloated desktop would use something else, or simply the more likely oversight because they tested with Desktop Environments only, I don't know. I'll put the information in the bug I've filed with Fedora.
