I cannot reproduce your problem in Fedora.
I guess your physical keyboard is 'us'.
1. Did you reset xkb layout 'us'?
2. Did you enable "Use system keyboard layout" checkbutton on ibus-setup?
3. Did you set "Kana" typing method on ibus-setup-anthy?
3. Did you restart ibus-daemon?
