Most of the problems happen around the right-hand side of the keys
I don't understand why you indicate right-hand. The '`' is located at
left-hand:

shift+6 -> へ (should be ぉ)
The default keybinding is based on jp106 keyboard:

So the result is expected if you don't customize it with ibus-setup-anthy.
Shift+6 is '&' on jp keyboard but '^' on us keyboard. So you need to remove
the keybindind of '&' and add the new keybinding of '^'.
ibus-anthy uses the keysym.

Strange. If you confirm the value
/desktop/ibus/engine/anthy/kana-typing-rule/default/` with 'gconf-editor',
your modified value 'ろ' needs to be saved.
