This is strange, it seems that there is another application which already
requested the input panel interface. The only program which requests this
interface is weston-keyboard. Can you make sure when you run weston you see
something like this on the output?

Or is it 'weston-keyboard' instead of ibus-wayland?
I can't build the wayland UI on my machine, as it requires a more recent
Gtk+ version than the one I have installed, I will upgrade it this weekend
to see if I can build and test it.
