I understand I am on the wrong way.
openSUSE launches ibus-daemon as before regardless of the current DE. So it
launchs ibus-ui-gtk3 for GNOME3. That is why preload engines are configured
without gnome-initial-setup.
By the way, is it indended that disabling customize preload engines does
not add language relative xkb engines preload engines list?

This code seems that new preload engines does not have xkb engines if they
are removed from the previous (original) list.
