I can type ç (<right alt> + <,> in MacBook Pro - no need to type <c>),
but it would be easier to type <acute> + <c> instead. As English uses ç
and not ć, I don't understand why the easiest key combination is set for
ć.
I know your issue and I think you should discuss with X11 about us(intl)
layout but not ibus.
You refer 'ISO_Level3_Shift'.
/usr/share/X11/locale/en_US.UTF-8/Compose does not modify it but
updates 'dead_*' key or 'Multi_key'.
You can check it with xev command.
If the Compose files are updated, ibus also will follow it.
If you customize the keyboard layout, I think the "Use system keyboard
layout" check button on ibus-setup can resolve your issue.
If you ask the compose customization in ibus, it would be another bug.
