I'm really not sure why it's ibus bug or "notabug" - means it's a
feature?
If you would try the steps, you could know ibus works fine. Your problem is
not ibus.
I meant remove all engines in "Input Method" tab in ibus-setup command.
But I think Ubuntu 14 does not use ibus-setup so you need to launch ubuntu
keyboard setting to remove all ibus engines.
