I cannot reproduce this either.
Since this was reported (May 2013), ibus-table has been considerably
improved. Can you please try again with the latest versions?:
ibus-table-1.8.6 and ibus-table-others-1.3.2
ipa-x-sampa works for me (although it also worked in May 2013 for me ...)
