[IC27A] Frame for winter cover

I was hoping for some advice regarding the construction of a frame to support a 
cover for winter storage. I am also curious if most feel a cover is mandatory 
in the north (snow, ice, long winter!). What is the worst case scenario if no 
cover is in place? Thanks
