If this has been asked, forgive me, but does this pulling occur while under 
sail or under power?

it is a tiller and no matter what position it is in it will always pull to the 
right. The faster I am going the harder it pulls. I have not seen anything 
wrapped around the rudder but I also haven t been under the boat yet.
