It doesn't sound safe to me.

If it's always to the right and very similar strength whether sailing or 
motoring, it isn't likely due to a problem with the rigging or sail trim.  It's 
likely to be something having wrong with the hull and /or appendages under the 
boat - the rudder or the the keel   Have you ever hauled the boat and looked at 
the bottom?  Has it been run aground?

If the tug on the tiller is as strong whether sailing or motoring I'd 
suspect it's a warped rudder.  However, if the tug is stronger when motoring, 
I'd suspect grossly misaligned prop shaft and/or an asymetrical rudder/warped 
rudder.  Take a look at your rudder and see if you can see anything.  You may 
or may not notice anything from above the water surface.  Or jump in the water 
with a mask and take a look.

I'd be suprised to find out that it's the keel.  I've seen plenty of slightly 
misaligned keels and they don't cause strong pulling to the side.  

Talk to a boatyard foreman and let them interview you and ask questions.  see 
what he/she says.  I'd would think they would want to sail and motor the 
boat, then haul the boat and have an experienced eye take a look.

I can have the boat going strait when the tiller is strait forward but it is 
really heavy and tries to to pull to the right. if I am motoring it will do 
circles. Always to the right.
