"Should the water have drained into the bilge? There are 3 little holes at
the front of the tray under the engine, maybe they are plugged?"



These holes should not be there and should be plugged! The pan under the
engine is there to catch oil and fuel leaks and interrupt their path to the
bilge. If it overflows onto the floor then you know about it and can stop
it. The fines for pumping oil or fuel out of the bilge are hefty, as well as
cleanup cost are billed to you. Normally there would be an oil absorption
pad sitting there.
