Alon,  The way I change filters is I change the primary Racor filter first and 
empty the housing to ensure no water or gunk is left in the bottom of the 
filter housing. I then top off the housing with diese lfuel  before I screw on 
the top. I then start the engine to make sure the line is clear and there is no 
air in the lines. I run it for a couple minutes and shut it off. Then I remove 
the secondary filter on the engine. Before I replace the new one I fill the new 
filter with diesel fuel and screw it in place. I then loosen the bleeder screw 
and have my wife turn on the ignition to start the fuel pump which pumps fuel 
into the secondary filter while displacing the tiny amount of air left. As soon 
as fuel comes I quickly close the bleeder valve. After you do it a couple times 
it becomes easier. I again start the engine to confirm that all air is out and 
everything is OK.

Do you have to bleed the system to change the fuel filter also?

Anyone know were i can get the universal 18 manual?

The clicking sound is your electric fuel pump. That's a good thing. And, as 
said by others, you will have to bleed the air out of your fuel system if you 
ran out. Turn on your ignition then your by pass valve and let the electric 
fuel pump click a way for a few minutes. Then close off the by pass valve and 
you should hear the electric pump ticking decrease to a much slower rate as 
pressure builds up. Try starting again. If it won't fire you will have to bleed 
the air out of your high pressure injector lines before trying again. Someone 
here will tell you how to do that if needed.
