Somewhere in the dark recesses of my mind, I recall a thread concerning
tension or friction on the throttle.  One of the suggestions was to put a
cable clamp on the throttle cable down in the engine compartment close to
where the throttle cable connects to the throttle control on the engine.  I
have had the top of the Edson unit apart once and thought I had fixed the
engine throttle control problem but it did not last.  Mine will not stay at
a setting above 2000 RPM.  I have a piece of shock cord on the Edson
pedestal which keeps the throttle at whatever RPM I wish up to 2800.  Not
pretty, but it works.

 

Maybe I will try the other solution one of these days.

On some of the Edson units, there is a 1/4" bolt which "squishes" the
nylon throttle bushing to create the tension. My 1985 model does not.
Though there is a dent in the casting where a drill and tap could be
used to create the threads for the bolt.

1/4 bolt hex head just to the right of the bushing keeper screw.
