I learned to measure at the highest point near whithers( not at the rear end) when the horses head is down. I put them on an even surface, give them some treats in a bowl and measure. What do others do? My 5 Icelandics are 12,12.2, 12.3 (still growing) and 13.05. MY friend Ferne has a measuring stick that has a level so it is accurate. Glefsa who is 12 hands even is small but the others do not seem so. Ann Bodega, CA
