I don't exactly see how you could get "a ton of padding" between the 
horse's legs and the sparklers without creating another problem, as in 
risking interference in how he moves.

I believe it's only been within the past 5 years or so that sparkler-
type firecrackers have become legal in NC.  I would never let a child 
play with them - I believe there are warnings on their labels...
