Actually, with Peppy, we worked a lot on ground driving him with just
a halter, but because we couldn't train him to ride, we were forced to
eventually begin ground driving with a bit.

It gets much easier when a vehicle is attached to the horse, and then
you are WITH the animal so there are no jerky movements between the
horse and the human...
