It's caused by Botulinum Toxin (the same one used in Botox!) which is produced by one of the Clostridial bacteria, Clostridia Botulinum. These bacteria are always present in soil, but can thrive under the right conditions (which include inside canned good, or in the middle of big moist hay bales).
