Probably because there have always been people around who like the
more "interesting" colours in Icelandics, and there was never the
fashion for a coach and four with "matched blacks/bays/chestnuts".

There are plenty of duns among the less "improved" British native
ponies, especially the Highlands and Shetlands, though you hardly ever
see them in the "improved" ones like the Welshies and the New Forests.

I can remember many years ago stewarding for a very well known pony
judge at a local show, with a mix of breeds in the ring, who totally
refused to place anything other than a black, a bay or a chestnut as
those are, in her words, "nice strong colours"....
