So it doesn't appear anything is wrong, it seems simply that your icingaweb1
install is not setup right.

Enable debug and look through log, you will see your checks execute and
any notifications attempted if required.

For example you would see the following for a command execution:

[2015-01-21 03:19:40 -0700] notice/Process: Running command 
'/usr/lib64/nagios/plugins/check_snmp' '--arg1' ...

The git repo of icingaweb2 has a spec and it builds just fine for what its 
worth.
