The point of a standard is to tell people how to interoperate. Telling them not to do something they already weren't going to is just confusing.
We could equally well say there is nothing wrong with messages in Spanish and no need to do anything special for them. We're not going to do that either, and I think we can agree there's a lot more email in Spanish than there is from reorigination servers.
