AFAIK, the charter is in the works at the IESG (but I sent Russ a note checking), and should pop out to the new-work list soon. We're looking at official wg-dom just before or after the new year if all goes well. Meanwhile we should continue to work the threats document which is scheduled for last-call in Feb.
