AFAIK, the charter is in the works at the IESG (but I sent Russ a note checking), and should pop out to the new-work list soon. We're looking at official wg-dom just before or after the new year if all goes well.
I believe the IESG meeting (phone) where they'll discuss it and move it forward (or not) is Tuesday, IIRC.
