Yes, that's right.  (And I'm not sure you meant "strawman" so much as 
"skeleton"...)

That's up to the chairs, but I suspect we have enough agreement to move 
forward.  There is the incomplete matter of re-chartering though.

Once it's official, I'll go back and plow through the huge recent threads about 
DKIM and lists and try to distill things the document needs, as well as 
soliciting feedback explicitly.  You're welcome to start commenting right away
