Richard, I'm not entirely pleased with the current policies for address assignment, nor with the pricing policies of certain ISPs for access for more than one IP address. However, I'm convinced that even with improvements to these policies, IPv4 address exhaustion would still be a major problem (it could easily be a far worse problem) and would still be a significant motivation for NAT deployment.
