Actually I gotta ask... in my provisional 2,000 points (eldar) list, I *have* 
filled out my entire troops and HQ choices... do *I* get a second force 
organisation chart? If anything, it is far *easier* for an eldar player to do 
this, than orks or guard, as while imperial guard are 2 points cheaper, a 
troops choice is 2 squads plus a command squad... similarly for orcs, you'll 
want to field squads of 20... dare I say it, that the idea of letting players 
take 2 force organisation charts might be short sighted and result in 2 
horrible nobs on bikes with pain boys as troops squads, rather than one? Lather 
rince repeat, for other armies broken options? By "completely filled" do you 
mean, 6 troop choices, or 6 maximum troop choices? As in, for guard, maxed out 
platoons (hard to do even in 2,000 points)? For orcs, max sized squads? If so 
you might want to be clear. Even so there are always cheaper options: 10 dire 
avengers instead of 20 guardians, armoured fist
 squads for guard, etc.

Wow I can see some people rubbing their hands with glee at the prospect of 
fielding more than 6 troop choices!
