Heh, if anything, guard and orcs are the *least* in need of a second force org chart because of troops... I mean, a full (56 man) platoon is what, 400 points? Whereas the most I can possibly spend on a troops choice is... well actually 400 as well, for 10 wraithguard and a spirit seer, or about 300, for a fully tooled DA squad in a fully tooled wave serpent...
There is a wargames tournament every year where the rule is: you MUST take a full force org chart. No other (army selection) rules apply.
