Personally, I think that it's too much complicated.

In my opinion we should have header and footer files, that will contain the
general design - and read the data for sections that update regularly from
simple SQL tables (ie 'events').

The other sections, like resources, will be updated manuelly by editing the
header/footer files, as we probably don't update them that much anyway, and
adding simple link in html is not a hard task.

And the content of the pages - in the main page the articles, ofcourse -
will be readed from normal sql tables, there's no need to generate "static"
content as we don't have any high traffic and it'll only complicate things.
