I read it. My comments so far are:
What we need to implement is:
1. A way to post/acknowledge/search/etc. articles, comments and other
Slashdot-like stuff.
2. A way to manage web-boxes by using a web interface. (I don't think
editing a common header and footer for these web-boxes is a good idea)
3. A template for the front page in which we can put various HTML
elements, that will be taken from various places. There are several
templating libraries for PHP out there.
All the other things: FAQ, calendar, etc. are or can be implemented using
publicly available code.
