You mention as require features:

What do you mean?
Also note that the current FAQ system is quite mature, and has quite a few
features (that *are* being used). It can also serve as an example for an
application that caches its content: faqomatic creates a cache of the
readey pages under the cache directory, but still allows you to search and
do other manipulatyions on pages.
Still, I'm not sure caching is easy to do.
