What rules do you suggest on who/what qualifies for using this server? Only established projects, or also tiny new attempts at programming by some newbie? How do you suggest to manage all the new user requests, permissions, projects, and so on? By having people email you requests, or by creating some management software (or using an existing one)? Why do you suggest to use subversion?
