I think you are living in a vacuum. Machines that support 64GB of ram
also come with 8 or 16 slots of CPUs and a price tag of $50-100K and up and
are used for enterprise heavy duty computations. there are less than 200
such machines in Israel...

what you need is a good web server and DB. you could use 4GB but even 2
will do. Xeon is nice but a Core 2 Duo will do more than you need.

If you send such a request to potential sponsors you will be laughed at.
HARD.

I suggest you aim for one of the nice storage-oriented machines out
there. you have slots for 12 SATA disks, it can easely take 2.5GB in
sane-priced disks, and they can be bought over time.
