Why shouldn't MS develop software based on linux or any other OS?
Theis strategy could be easily predicted:
make good (closed source) application, they'll make it cross-platform, so you 
could run in on both OS'es, then after gaining significant parts of the 
market, they'll start making MS specific changes and slowly kill all the 
competitors. (See netscape case).
I guess this strategy may be called "if you can't beat them, then join them 
AND beat them later"
