If Linux was just an OS, you would be right. But they cannot
do "Embrace-Extend-Extinguish" to Linux because of the GPL.

They can try and make it with Linux based applications, but every
day Linux has more GPL'ed base applications so more people are
aware to the protection they get from this license and are less
vulnerable to MS tactics.

This make it obvious why MS put most of their efforts against
the GPL.
