Check the kernel log (/var/log/messages or /var/log/sysmsg etc.) when you connect your pendrive. What does the kernel churn out when you plug it in? You should first make sure that you have support for the usb disk drives first before trying to mount the filesystem on it. BTW, I think RH9 did have support for vfat.
