lone ip has more than 60+ colleges.
2 from each college will make it 120+  representative.......from IP only.And
scanning update from each colleges will take so much time that there  will
be no time left for the solution  or execution of the necessary steps in a
particular college..

now beside ip there are many engineering colleges which don't come under ip
or DU.
There are many priivate institute too.
Making 2 member will team from each college/institute as a representative of
there college/institute is a good idea. But here we need to broadened our
thinking.
We need to make  zones . Each zone will have a definite number of
colleges/institute.Each zone will be supervised by some ppl who's job will
be to scan all the update and happening in various colleges under there zone
and take the necessary step in that zone.
And Foss implementation in various colleges should be started by considering
one zone at a time. When we are done with the one zone, we'ld move to the
next and so on.
We should divide the whole Delhi's colleges/insittute in some 5 to 8 zone as
per feasibility, and each zone should be given under the supervision of the
top active member of that zone.
