How much is 'low RAM'? The RAM requirement is probably for recent
distro releases these days, but, there are distributions that can even
run on 4MB RAM. So, I don't see RAM as being a problem here. I don't
know about your 'other conditions'.

There are Free/Open Source user-land software for Windows too. You can
look at MinGW that ships gcc-c++:
