IDE = Integrated Development Environment. Cygwin (I assume you are referring to the CygWin bash-shell console) is a console based implementation of the unix bash-shell-- so either you are just making up stories-- expecting us to blindly help you-- and troubleshoot your windows problems OR you dont even know what you are talking about.
