I have read the tender. It is not just for getting a compiler. It is meant for a setup with 50 workstations and the vendor has to provide lots of technical support in their projects as well as documentation. Support is asked for five years which is a considerable period. Many distros may need to be supported. For many libraries compilation support is asked. Code specific to their projects is asked. This tender is not easy to execute or stupid as it looks like. Tender is always given to get the best and cheapest offer. Casual reading of just the name doesn't convey the work required.
