That would be plain incompetence in this context and 'vendor support'
is mostly the game of proprietary s/w and lock-ins.
It is about scientific computing.

As many proprietary compilers are available, so the usual lobbying +
corruption seems to be on.

yes, everything depends on the commitment of a few. But you need to
distinguish between some "priority areas" and others - the aadhar
people wasted a lot of resources for example.
