There are many people working on the projects who will be supported by the vendors. It is there but supplements shall always be needed. You should also know that government has severely curtailed new recruitments for a long time. Most departments are actually strapped of manpower in the name of austerity etc. Many posts get vacant as people retire or leave. If you see the average age of most departments, you might get a shock. There are many limitations imposed on the departments as a result of many policies like the ones above in view of which I'd say they are definitely trying to do a good job.
